IN exercise of the power conferred on the President under section 11(3) of the Civil Service Act, 1993 (P.N.D.C.L. 327), this Instrument is made this 9th day of January, 2025.
The following Ministries in the Civil Service are hereby established:
(a) Ministry of Finance;
(b) Ministry of Health;
(c) Ministry of the Interior;
(d) Ministry of Defence;
(e) Ministry of Education;
(f)Ministry of Energy and Green Transition;
(g) Ministry of Roads and Highways;
(h) Ministry of Transport;
(i) Ministry of Sports and Recreation;
(j) Office of the Attorney-General and Ministry of Justice;
(k) Ministry of Lands and Natural Resources;
(l) Ministry of Local Government, Chieftaincy and Religious Affairs;
(m) Ministry of Foreign Affairs;
(n) Ministry of Communication, Digital Technology and Innovations;
(0) Ministry of Environment, Science and Technology;
(p) Ministry of Youth Development and Empowerment;
(q) Ministry of Works, Housing and Water Resources;
(r) Ministry of Gender, Children and Social Protection;
(s) Ministry of Tourism, Culture and Creative Arts;
(t) Ministry of Labour, Jobs and Employment;
(u) Ministry of Food and Agriculture;
(v) Ministry of Fisheries and Aquaculture; and
(w) Ministry of Trade, Agribusiness and Industry.
Meanwhile, it is unclear whether President John Dramani Mahama will also maintain, merge or scrap some of the established agencies and relevant educational affiliates under the Ministry of Education (MoE).
According to the Ministry of Education (MoE) website,, about 18 educational agencies and affiliates are collaborating with the Ministry of Education to Facilitate the implementation of its policies and programs.
They are the Ghana Education Service (GES), National Council for Curriculum and Assessment (NaCCA), Ghana TVET Service, National Inspectorate Authority (NaSIA), National Teaching Council (NTC), and Ghana Education Trust Fund.
Others are the Centre for National Distance Learning and Open Schooling (CENDLOS), the Council for Technical and Vocational Education Training (COTVET), the Ghana Academy of Arts and Sciences (GAAS), the Ghana Library Authority, the National Board for Polytechnics and Technical Examination, Non-Formal Education,
Also included are the Ghana Tertiary Education Council, National Service Secretariat, Student Loan Trust Fund, Scholarship Secretariat, Ghana Commission for UNESCO, West African Examinations Council (WAEC), and Ghana Book Development Corporation.
